Dr. Oliver Grenham

Currently, serving as the Chief Education Officer, Dr. Grenham has been with Westminster Public Schools for almost 30 years.  Prior to his current position, he held varied roles within the District including  Executive Director of Learning Services, Director of Elementary Education, Director of Assessment, School Principal and a Classroom Teacher. Prior to his arrival in the United States in 1989, Dr. Grenham taught in a large comprehensive secondary school in London, England, and before that was  a volunteer teacher in Malawi, Africa where his guiding principles about the value of education for all children were crystallized. Originally, born and raised in a rural community in central Ireland where he also held a teaching position, he received his undergraduate degree in Chemistry, Zoology and Mathematics from the National University of Ireland in Galway. He went on to receive an education degree from the same university. Upon arriving in Colorado, and eager to learn more about the American education system, Oliver enrolled at the University of Colorado where he received a Master of Arts and Education Specialist Degree in Administration, Supervision and Curriculum Development. In 2005, he obtained a Doctor of Education Degree from NOVA Southeastern University in Ft. Lauderdale, Florida in the area of Educational Leadership. 

Dr. Grenham’s main interest and responsibility is implementing a Learner-centered, Competency Based Educational System ranging from preschool through high school. The system allows learners to navigate flexibly through schooling based on demonstrated performance. Learners can move to the next performance level in any content area at any time during the school year thus breaking the traditional time based grade level model. Westminster Public Schools is the largest school district in the country to implement a competency based learning model. He has presented information about the development, progress and barriers to implementing the Competency Based model at many local, state and national events.
